Legislation Protects Property Rights and Fuels Indiana’s Tourism Economy
WASHINGTON, DC (March 14, 2018) – Following Governor Holcomb’s signature of Indiana House Bill 1035, a bill that prohibits any outright bans of short-term rentals or home sharing throughout the state, Mike Copps, Executive Director of the Vacation Rental Management Association (VRMA) issued the following statement:
“This was the right move for Indiana, for the state’s residents, and for the state’s economy. As tourism in the Hoosier State continues to grow, travelers have demonstrated year after year that they want vacation rentals as a lodging option. In addition to luring visitors to the state, the vacation rental industry offers immeasurable direct and indirect benefits, with second homeowners providing a significant portion of tax revenues and travelers staying in vacation rentals spending higher than average sums of money in the local community, generating additional tax revenue, employment, and economic development.
“With the passage of these regulations, the role of a professional vacation rental manager is more important than ever. These professionals in our industry bring a core set of principles to the job, including a dedication to quality service, an understanding of the 360-degree guest experience, knowledge of the latest safety techniques, and the key relationships needed to address almost any issue that might arise. Their service-oriented backgrounds have uniquely equipped them to help their guests with the entire experience from reservation to goodbye.
“Governor Holcomb and the state legislature today demonstrated that they stand with Indiana’s tourism economy and that Indiana will lead the way in commonsense travel policies. The state’s doors are open and Indiana will prove to be a shining example of how other states should address this rapidly growing industry.”
The legislation passed the State Senate by a vote of 47-2 and was concurred in the House by a 73-18 vote.
By setting state standards for short-term rentals throughout the state, the legislation protects private property rights of short-term rental owners and hosts. In addition, it provides critical fuel to Indiana’s tourism economy by ensuring travelers to the state have access to short-term rentals as a lodging option, something that consumers and tourists are increasingly demanding. It does not prevent municipalities from tailoring regulations for noise and safety according to their own local needs.
